Liberty University Security Violations: A Detailed Overview

This penalty, the largest ever recorded, stems from Liberty University’s failure to adhere to a federal law mandating campus crime reporting.
The Department’s announcement of the settlement follows an extensive investigation uncovering multiple breaches of the Clery Act. Enacted to ensure colleges document and alert their communities about on-campus crimes and potential hazards, the law was blatantly disregarded by the Christian university in Lynchburg, Va.
Outlined in a comprehensive 100-page report, the Department’s findings span from 2016 to 2023, revealing Liberty University’s “serious, persistent, and systemic violations.” The report highlights instances where the university discouraged crime reporting, inadequately addressed sexual violence incidents, failed to disclose criminal activities or hazards like gas leaks, and maintained an inaccurate crime log.
During the investigation, federal authorities interviewed approximately 100 individuals, including current and former university personnel, students, and parents, to compile the report.
Aside from the hefty fine, the settlement mandates Liberty University to allocate $2 million towards enhancing campus safety within a two-year federal monitoring period ending in April 2026. Richard Cordray, the chief operating officer of the Education Department’s Federal Student Aid office, emphasized the importance of ensuring the safety and security of students, faculty, and staff within educational settings.
Expressing commitment to Clery Act compliance and the safety of their community, Liberty University acknowledged the past deficiencies and vowed to rectify them moving forward. The institution clarified that the settlement amount supplements the $10 million already invested since 2022 to bolster campus safety measures.
Notably, the $14 million fine marks the most substantial Clery Act settlement to date, surpassing previous penalties imposed on Michigan State University and the University of California, Berkeley.
