The investigation delved into historical child sexual abuse at Beaumaris Primary School and 23 other institutions. Among the nine suggestions is a call for a statewide apology from the government, to be presented in parliament in the presence of victims of abuse, specifically addressing the abuse at Beaumaris Primary School. Additionally, it urges the government to collaborate with victim-survivors to establish a memorial at Beaumaris Primary School to acknowledge historical child sexual abuse in government schools. The inquiry’s other proposals include a statewide truth-telling and accountability process for survivors, a restorative engagement program for victims who may not wish to pursue legal claims, enhanced access to information and records through the Department of Education, the creation of an online hub and helpline for victim-survivors, improved coordination and advocacy support, a formal peer support program for adult survivors of child sexual abuse, and legislative adjustments to safeguard personal information shared with inquiry boards. Premier Jacinta Allan affirmed that the government would maintain communication with victim-survivors while reviewing the report for its response. She expressed, “Carrying these stories is a heavy burden, and while I know it won’t undo the pain, I hope that in sharing their experience, that it has given victim-survivors at Beaumaris Primary and certain other government schools the recognition and support they deserve,” in a statement.

In 1976, David Ernest Keith MacGregor, the alleged perpetrator of child sexual abuse, was associated with a Beaumaris Primary School soccer team. The Department of Education imposed a three-year teaching suspension on David MacGregor in 1985. Surprisingly, in 1989, he was offered a teaching position once again. Despite the suspension, he continued working within the education department until his retirement in 1992. Shockingly, in 1994, he was found guilty of additional sexual offenses that dated back to the 1980s.
During the inquiry, victims of MacGregor bravely shared their harrowing experiences. They recounted how he would lure them to his residence and subject them to abuse. Shockingly, there was an incident at school where MacGregor wore loose shorts and indecently exposed himself to students throughout a class session. Witnesses described MacGregor as inappropriate and unsettling.
Another distressing case involved Darrell Ray, who passed away in November 2023 while awaiting sentencing for historical child sexual abuse crimes. The inquiry revealed that Ray was perceived as a charming and influential figure by the children he taught. A witness disclosed making multiple complaints to the police about Ray’s behavior. In a desperate attempt to gather evidence against him, the witness even resorted to wearing a hidden recording device. The witness expressed feeling emotionally drained after the encounter.
Despite the allegations and complaints, Ray, who has since passed away, was never formally convicted of any crimes. The disturbing accounts shed light on the importance of addressing and preventing child sexual abuse. It is crucial to protect vulnerable individuals from such heinous acts.
